At the heart of PICCS is a comprehensive educator and school leader evaluation system that integrates measures of professional practice and student outcomes to provide educators with annual reviews tied to compensation. The annual evaluation results in a HEDI (Highly Effective, Effective, Developing, Ineffective) rating and score from 0-100 that is matched to a set amount of compensation to reward performance.


PICCS schools provide educators and school leaders with performance-based compensation (PBC) tied to their annual evaluation. Initially, PICCS schools provided an annual one-time PBC award for staff members who earn a rating of “Effective” or “Highly Effective” on their annual evaluation. During the 2013-2014 school year, PICCS schools transitioned to a salary-based PBC system in which staff members’ annual increase will be in full or in part based on their annual evaluation.
